Solar Water Heating Certification Process

• • NEW – Effective January 3, 2012, the Maryland Public Service Commission will be receiving Applications for Certification of Tier 1 Solar Water Heating Renewable Energy Facilities commissioned on or after June 1, 2011, for the Maryland RPS Program through an online “Solar Water Heating Portal.” Paper copies will not be required for applications submitted through the Portal utilizing the new EN74 Solar REF application linked below. SB 783 – Brighter Tomorrow Act: Small Solar Energy Generating System Incentive Program

We are pleased to announce the launch of our new online solar certification portal, which will go live on April 1st, 2025. Starting April 1, 2025, the Application Portal will be available here: www.pscrec.com

This enhanced system is designed to streamline the application process, improve user experience for all stakeholders, and introduce the new Small Solar Generating Incentive Program (Brighter Tomorrow Act). Please note that the Small Solar Generating Systems Program went into effect on July 1st, 2024. For comprehensive information on program requirements and application procedures, please refer to the Fact Sheet and FAQ below:

For applications that were received between July 1, 2024 and January 31, 2025 and are interested in participating in the Small Solar Energy Generating System Incentive Program, the Commission will be using a separate process to certify these applications for the Program.
