Commissioner Patrice M. Bubar

Patrice M. ‘Patty’ Bubar was appointed to the Maryland Public Service Commission by Governor Larry Hogan in May 2022, to complete the unexpired term of Commissioner Mindy L. Herman. The term expires June 30, 2024.

From 2015 to 2022, she served as the Deputy Director of the Montgomery County (Maryland) Department of Environmental Protection where she was responsible for overseeing the Department’s integrated waste management system, delivering on all administrative functions to support the environmental programs, and developing and implementing policy and legislative recommendations related to energy and environment.

Prior to her experience in Montgomery County, she served in senior positions working on energy and environmental policies at federal cabinet-level and independent regulatory agencies including the U.S. Nuclear Regulatory Commission, U.S. Department of Energy and the U.S. Environmental Protection Agency.

Commissioner Bubar earned a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh. She and her husband, Dennis, reside in Gaithersburg.  She enjoys spending her free time with her family, including their five grandchildren.
