Chairman W. Kevin Hughes

Kevin Hughes was appointed to the Maryland Public Service Commission in August 2011 and appointed Chairman in January 2013. Prior to serving on the Commission, he served as Governor Martin O’Malley’s Deputy Legislative Officer from 2007 until 2011, focusing on energy policy, transportation, K-12 and higher education, and state and local taxation. Prior to joining the O’Malley Administration, Kevin served as a Principal Analyst for the Maryland Department of Legislative Services and has served as Deputy Legislative Officer under Governor Parris Glendening and Legislative Officer under Governor William Donald Schaefer.

Kevin is a member of the National Association of Regulatory Utility Commissioners (NARUC) Board of Directors and the NARUC Committee on Electricity. He serves on the Executive Board of the Regional Greenhouse Gas Initiative (RGGI).

Kevin earned his Juris Doctor with honors from the University of Maryland School of Law. He earned a Master’s degree in Public Policy from Harvard University’s Kennedy School of Government and a B.A. degree in Government and Politics from the University of Maryland, College Park. He is admitted to practice law in Maryland and the District of Columbia. He lives with his family in North Potomac.
