On December 8, 2025, the Commission’s Technical Staff (“Staff”) filed with the Commission a Request for Rulemaking along with proposed regulations and its Status Report on Large Load Customers Regulations and Tariffs. The proposed regulations include regulations related to load study request deadlines, payment for load studies, contract terminations and adjustments, and forms of collateral pursuant to Annotated Code of Maryland, Public Utilities Article (“PUA”) § 4-212(f). Accordingly, the Commission hereby initiates an Administrative Docket, RM 93, to consider the proposed regulations as submitted by Staff.

The Commission hereby invites interested parties to e-file comments on the proposed regulations by January 21, 2026. All comments should be addressed to Andrew S. Johnston, Executive Secretary, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, Maryland 21202. The Administrative Docket number (“RM 93”) must appear in the subject line of the cover letter.

The Commission also gives notice that it will conduct an in-person only rulemaking session on Wednesday, February 4, 2026, beginning 10 minutes after the conclusion of the Administrative Meeting, in the Frank O. Heintz Hearing Room, 16th Floor, William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, Maryland 21202. The purpose of the rulemaking session is to consider whether to publish the proposed regulations as submitted in the December 8, 2025 report, as initially submitted, or revised based on comments received. If the Commission approves the proposed regulations for publication, the proposed regulations will be published in the Maryland Register for notice and comment as provided for by the Maryland Administrative Procedures Act.
