Notice Initiating a PC for PJM Utility Votes (PC 76)

NOTICE CONVENING A PUBLIC CONFERENCE
During the 2025 Legislative Session, the Maryland General Assembly passed the Utility Transparency and Accountability Act (“Act”), which was signed into law by Governor Wes Moore on May 13, 2025. The Act requires each electric company, other than a municipal electric utility, to submit a report to the Public Service Commission (“Commission”) by February 1 each year, containing information related to recent votes cast at meetings of a regional transmission organization (“RTO”). The report must include all recorded votes cast by the electric company, regardless of whether the vote is otherwise disclosed, and all votes cast by a State affiliate of the electric company if the electric company itself does not vote on the matter.
The Commission initiates Public Conference 76 (“PC 76”) as the mechanism for collecting the reports required by the Act and any future proceedings to review them. Additionally, the Commission hereby directs the electric companies with reporting requirements under the Act to file their reports in this Public Conference by February 1, 2026. The reports must be e-Filed using the Commission’s e-File system, include “PC 76” in the subject line, and be addressed to Andrew S. Johnston, Executive Secretary, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, Maryland 21202. The Commission will issue future notices in this administrative docket.
