The Maryland Public Service Commission (PSC) is seeking a skilled and motivated leader to serve as the Director of its Telecommunications, Gas, & Water Division (“TGW”). This position plays a key role in ensuring the efficient regulation of critical public utilities and offers the opportunity to help shape policy and pricing in essential service industries.

This is an “at will” position serving at the pleasure of the Appointing Authority. The PSC regulates public utilities and certain passenger transportation companies in Maryland. Its regulatory oversight includes natural gas, electricity, telecommunications, and privately owned water and sewage disposal services.

The TGW Division plays a central role in supporting the Commission’s efforts to navigate an evolving utility landscape. This position offers a meaningful opportunity to apply leadership, public service, economic insight, and technical expertise through the analysis of regulatory issues affecting gas, telecommunications, and water service providers.

The position requires strong analytical skills and the ability to assess and synthesize complex regulatory, economic, financial, and technical information into clear and actionable recommendations. These recommendations support the Commission’s decision-making in rate cases, tariff filings, service quality matters, infrastructure investments, costs allocation, and general policy development.

The Director leads a small professional team responsible for conducting detailed economic and policy analysis. In addition to managing the team’s workflow, the Director provides mentorship, conducts performance reviews, and supports staff development. The Director also serves as the Division’s representative in Commission proceedings, technical conferences, and stakeholder workgroups, regularly interacting with utility companies, consumer advocates, government agencies, and other stakeholders.

As Director, you will:

  • Lead and conduct economic and regulatory analyses to support Commission
    decisions on telecommunications, gas, and water services.
  • Prepare expert testimony, policy reports, and economic studies to inform ratesetting and regulatory policies.
  • Collaborate with accountants, engineers, attorneys, and other regulatory professionals to determine appropriate pricing, policy, and terms for regulated services.
  • Represent the Division in working groups and technical conferences tasked with developing new regulations, reports, and agreements that support the Commission’s regulatory mandate.
  • Analyze market trends and the economic impacts of regulatory decisions.
  • Contribute to the development of innovative policies that balance economic efficiency, consumer protection, reliability, and environmental sustainability.
  • Supervise a small professional staff primarily consisting of economists; this includes conducting performance evaluations as well as leading and guiding junior economists in the preparation of their expert testimony, comments, and other work assignments.
  • Manage the Division’s workflow and product quality.

Requirements:

  • A Bachelor’s degree from an accredited college or university in Economics,
    Engineering, Finance, Statistics, Mathematics, Public Policy, or a closely related field.
  • Four years of relevant professional experience in economic analysis, preferably in utility regulation, the energy sector, water sector, telecommunications sector or a related field.
  • A Master’s degree may be substituted for one year of experience.
