Commissioner Mindy L. Herman

Mindy L. Herman was first appointed to the Maryland Public Service Commission in August 2017 and reappointed in 2019. Commissioner Herman has over 25 years of diverse experience in the utility and energy sectors and was most recently a partner at the law firm of Saul Ewing, LLP, providing legal counsel to clients regarding all aspects of public utility regulation.

Commissioner Herman began her legal career as an attorney with Newman and Holtzinger in Washington, D.C. Her experience also includes posts as an associate attorney at Steptoe and Johnson, as an attorney at Baltimore Gas and Electric Company, as Associate General Counsel, and Director of Regulatory Services for Pepco Holdings, Inc. (PHI), where she was responsible for the regulatory relationships for four PHI jurisdictions (Maryland, D.C., New Jersey and Delaware).

She is a member of the Committee on Critical Infrastructure for the National Association of Regulatory Utility Commissioners (NARUC).

Commissioner Herman holds a Bachelor of Arts from Boston College and a Juris Doctor from the University of Maryland School of Law. She is admitted to the bar in Maryland and the District of Columbia and is a resident of Pasadena, Maryland.
